2025年4月から神奈川大学非常勤講師（国際政治）。

国会議員が国際関係において持つ影響力を認識し、日本の国会議員が議会で領土紛争、歴史認識問題を抱える外国について、敵対的または友好的な発言を行う条件に焦点を当てています。定量的なデータを用いて、発言した議員の選挙結果、政党支持率といった日本国内の変数と、議会における議員の外国についての発言がどのような関係性を示しているかを分析し、明らかにすることを目指しています。
韓国出身で、一橋大学の学部に入学後、修士課程を経て博士課程に在籍しています。これまでの日本での留学経験を通じて、日本特有の政治文化と社会的背景について理解を深めてきました。韓国陸軍において、海岸警戒作戦を担当する部隊で兵役を務めました。修士課程時代から現在に至るまで、法学部および法学研究科の授業でTAを務め、法学研究科でRAも担当しました。

Chikako Kodama has more than 20 years of experience in democratic governance, civil society support and peacebuilding in Asia and the Arab States. She has held various positions in the UN system, including the United Nations Development Programme (UNDP) and the Office of the Resident Coordinator. Her most recent assignment was in Cambodia, where she served as UNDP’s Chief Technical Advisor on Governance from 2020 to 2023. Prior to joining the UN, she worked for the Japanese Ministry of Foreign Affairs. She has recently co-authored the report “Aligning values and interests: Japanese and Australian democracy support in the Pacific and Southeast Asia”.

2006年に中央大学総合政策学部卒業、防衛省海上自衛隊に入隊。主に護衛艦部隊にて勤務し、2009年にインド洋派遣活動に従事。2011年に海上自衛隊を退職。2013年に防衛大学校総合安全保障研究科特別研究員、2015年に同前期課程修了。平和・安全保障研究所研究員、2019年11月から2023年9月まで笹川平和財団安全保障研究グループ研究員、2023年4月から一橋大学法学研究科博士後期課程に在籍中。近著は、「『2＋2』の質的変化による日米同盟強化への影響──90年代から新『日米防衛協力のための指針』策定まで」『国際政治』206号、2022年3月、117-132頁。など。

【Introduction】

Sascha Hannig Nunez is a Chilean international analyst with experience as a financial reporter. She currently consults for several organizations, is the Executive Secretary at the recently founded Centro de Análisis para la Democracia, Chile (CAD Chile), and supports the Global Governance Institute at Hitotsubashi University as a Research Assistant. Her main fields of study are China’s global influence and the implications of science and technology in society. Hannig has a master’s degree from Adolfo Ibáñez University, a master’s degree in Global Governance at Hitotsubashi University, Tokyo, and is a Ph.D. Student at the same institution as a JICA Scholar for the SDG Global Leaders program. In addition to her academic interests, she is a published fiction novelist with six novels. She has collaborated in research and dissemination projects with international institutions, including Freedom House, Human Rights Foundation, CIPE, Double Think Lab, and Forum 2000.

【Introduction】

Billal Hossain is a Ph.D. student at the Graduate School of Law, majoring in International Relations at Hitotsubashi University, Japan. He holds a BBA and MBA in Finance and Banking from the University of Chittagong, Bangladesh. After completing his studies, he worked for three years in the banking sector. During this time, he became increasingly aware of the critical role that policymakers play in shaping effective economic and development strategies. Alongside his professional experience, his longstanding interest in international relations and its theoretical and practical dimensions led him to pursue further academic studies in this field.

He completed his Master’s degree in International and Public Policy at Hitotsubashi University and later gained admission to the university’s Ph.D. program. His current research focuses on how international collaboration can support the implementation of green innovation in developing countries. Recognizing the numerous structural and institutional challenges faced by these nations, his research aims to explore how international partnerships can overcome these barriers and foster sustainable development through green technology and innovation.

【Introduction】

With a robust academic background in International Relations and Law, combined with hands-on experience as a Political Specialist at the Embassy of Japan in Sri Lanka, I bring a unique perspective to the intersection of diplomacy, policy analysis, and international law. My journey has been fueled by a deep interest in the dynamics of South Asia, soft power diplomacy, and Human Security, as reflected in my numerous research publications and conference presentations.

My motivation stems from a desire to contribute to global peace and development through effective policy-making. Study abroad experiences, such as participating in the Ship for the World Youth Program, organized by Government of Japan and the South Asian Youth Environment Conclave, organized by the Government of India have expanded my worldview and strengthened my cross-cultural communication skills. Born in Paris in 1999, I have graduated from the École Normale Supérieure (ENS) in International Relations, focusing on nuclear deterrence and disarmament in Northeast Asia. I have prior experience in defence and security at the French Atomic Energy Commission (CEA), the Ministry of Foreign Affairs and the cabinet of the Minister of Europe and Foreign Affairs.
My research focuses on Japan’s nuclear disarmament diplomacy, its articulation with Japan’s security environment and the rise of a multipolar nuclear order.

文化庁著作権課における2年弱の法改正従事の経験、図書館における複写サービスの実務経験、図書館関係団体の著作権委員会委員としての調査研究、原稿執筆、講演等の経験、著作権制度に関する調査研究の経験、外国の法制度の動向に関する調査経験を活かし、図書館サービスと著作権制度についての調査研究を長年行っています。大学院博士後期課程では、その集大成として、内外の関係規定の由来や変遷を明らかにし、今後の法制度改善に資することができればと考えております。

【自己紹介】

私は、憲法裁判について研究しており、フランスにおける憲法裁判の動態を研究しております。特に、憲法ブロック論、憲法法源論、憲法化などを研究しております。他方、日本の司法審査に関する判例分析として「判例における司法審査の外延と中核」（一橋ローレビュー6号（2024年））を公表しております。

また、私は、一橋大学法科大学院を卒業後、法学研究科博士課程に入学しました。そのため、他の法分野と憲法学との交錯の観点から研究することを模索しております。一例として、第11回一橋大学憲法判例研究会（場所：一橋大学、2024年2月18日）において、「文化助成における司法の役割――「宮本から君へ」助成金不交付決定上告審判決――」を報告しました。
今年度は、高知大学人文社会学部にて「憲法Ⅰ」を担当し、明治学院大学において特別TAとして全法分野の質問に答えております。

学士課程修了後、アイルランドのTrinity College Dublin, The University of DublinのLL.M.課程に進学しました。
また、LL.M.修了後は、日本の企業の法務部にて、２年間の法務経験（主に、企業法務と「ビジネスと人権」分野）を積みました。
